Reformatted Resolutions

Category: Transportation

Be it resolved that the DFL supports a safe and responsible transportation program that includes

- adequate funding for roadway improvements and maintenance,

- bridge inspection and rebuilding,

- mass transit improvement initiatives and

- sufficient funding to match the state’s obligation under the Federal Transportation grant to construct Light Rail Transit between St. Paul and Minneapolis (the “Central Corridor ”).


Category: National Security

Be it resolved that the DFL supports all efforts to end the war in Iraq.


Category: Veterans Affairs

Be it resolved that the DFL supports all efforts to protect the men and women of the armed services by providing assurance that all benefits promised to military personnel are received. The Party shall pursue justice for all members of the armed services whose contracts have been violated.


Category: Energy

Be it resolved that the DFL works toward energy independence, favoring solar, wind, and other renewable resources before the consideration of oil/coal-based sources and food grain-based fuels, and supports an increase in financial resources for development and research of renewable resources.


Category: Labor and Employment

Be it resolved that the DFL supports the raising of Minnesota’s minimum wage to $7.90 in order to reduce poverty, enhance the rewards of work, and restore inflationary losses to the wage floor.


Category: Tax and Budget Policy

Be it resolved that the DFL encourages Congress to stop using Social Security Funds for use in the general budget and use the funds only to pay Social Security benefits.


Category: Education

Be it resolved that the DFL supports making Minnesota a leader again in higher education by increasing state funding for higher education, creating more higher education programs that will decrease student debt and by increasing the wages of those working in higher education.


Category: Health and Human Services

Be it resolved that the DFL supports passage of the Children’s Health Security Act, which insures that all children in Minnesota gain access to health care services and accelerates progress toward universal health care.

Be it resolved that the DFL supports Minnesota State legislation that provides access to, and a funding method for, affordable, accessible, quality health care for every Minnesotan.


Category: Consumer Issues

Be it resolved that the DFL supports the following:

- a 90-day moratorium on home foreclosures to give families time to work with lenders and avoid losing their homes;

- increased funding for foreclosure prevention loan counseling and community-based outreach to families in need;

- state and federal legislation to crack down on predatory lending and

    other mortgage fraud;

- remedies for borrowers to prevent foreclosure, and protect the rights of tenants who are living in foreclosed properties.


Category: Education

Be it resolved that the DFL reaffirms its commitment to Minnesota’s education system by

- supporting uniform and equal educational opportunities for all students,

- supporting competitive salaries and benefits for educators and by

- supporting appropriate state funding for all education programs, including early childhood, K-12, special education, and higher education programs.


Category: National Security

Be it resolved that the DFL supports establishment of the United States Army Field Manual for Interrogations (FM2-22.3) as the minimum standard of treatment for all detainees during interrogations conducted by U.S. personnel, including CIA and government contractors; and that the United States end the extraordinary rendition of prisoners to countries that use torture and cruel, inhumane, and degrading treatment.

Be it resolved that the DFL supports school-based and community early childhood programs, including increased investment in state-funded universal access programs such as Early Childhood Family Education (ECFE), raising the per-child allocation from $120 to $132 per eligible child (a 10% increase), along with increased funding for the School Readiness, Early Childhood Screening and Home Visiting programs.

Be it resolved that the DFL encourages the United States Government to revoke the Patriot Act.


Category: Government Accountability

Be it resolved that the DFL supports the principles of separation of Church and State while maintaining fundamental free-speech values.


Category: Health and Human Services

Be it resolved that the DFL supports a United States Health Insurance System, which establishes universal and comprehensive health care for all.


Category: Civil, Human, and Constitutional Rights

Be it resolved that the DFL supports the ability of two consenting adults to marry, regardless of gender, with all rights and responsibilities thereof.


Category: Transportation

Be it resolved that the DFL supports the expansion and improvement of public transportation in the metro area, which includes extending Light Rail Transit along the University Avenue corridor to the State Capitol.


Category: Tax and Budget Policy

Be it resolved that the DFL encourages the State of Minnesota to remove the foreign tax loopholes from the Minnesota Tax code.


Category: Government Accountability

Be it resolved that the DFL supports creating a fair pathway to citizenship for individuals who are in the United States without legal documents.


Category: Civil, Human, Constitutional Rights

Be it resolved that the DFL supports the repeal of the “Don’t Ask, Don’t Tell” policy and open service of gays and lesbians in the United States military.


Category: Health and Human Services

Be it resolved that the DFL supports access to affordable, quality health care for all Minnesotans while assuring that nobody has to spend more than 5% of their income on health care.

Be it resolved that the DFL encourages the United States Government to impose tax fines for companies that move off shore.


Category: Labor and Employment

Be it resolved that the DFL supports the right of all public workers to organize, especially in the Minnesota Attorney General’s Office.

Be it resolved that the DFL encourages the assurance of Medicare regional parity to ensure that Minnesota seniors are not punished for staying in Minnesota.

Be it resolved that the DFL supports investment in engineering and manufacturing technology to strengthen the U.S. economy and reduce its international trade deficit.

Be it resolved that the DFL supports raising the CAFÉ standards by 20% by 2012 (fuel efficiency standards for US autos).

Be it resolved that the DFL encourages the use of energy efficient light bulbs in government buildings whenever possible, replacing current costly and inefficient light fixtures.
